Congressman Bob Filner named Derick Moreno (left) from Olympian High School in Chula Vista the Grand Prize winner of the 51st District Congressional Arts Competition. Derick will travel to Washington, D.C., where his winning artwork will represent the 51st District for a year in the U.S. Capitol. Along with the runners up in the competition, Derick also received San Diego Padres tickets, custom framing courtesy of Michaels and other great prizes.
