<p>The emergency loan program that was targeted to help small businesses retain workers during the COVID-19 crisis tapped out its $349 billion after approving over 1.6 million loans, but some of the loans went to large publicly-held corporations that have access to debt and the stock market.</p>

<p>The San Diego County Sheriff has already released more than 1,200 inmates and plans to release hundreds more to reduce overcrowding at local detentions centers in hopes of minimizing the spread of the COVID-19 virus.</p>

<p>Over 33,000 undocumented immigrants remain in the custody of the US Immigration and Customs Enforcement (ICE) after 72 detainees have tested positive for the COVID-19 virus, including one at the Otay Mesa Detention Center in South San Diego.</p>
<p>ICE has recently released 160 low-risk detainees and instructed field offices to review the cases of detainees over 60 years of age and those with certain medical conditions to determine if they can be released to prevent the spread of the virus.</p>

<p>US Center for Disease Control (CDC) experts confirmed last night than more than 2 million COVID-19 tests have been performed in the US, which means that approximately 99.4 percent of the country has not been tested for the deadly virus.</p>
<p>The rate of testing has increased during the past two weeks, and more than 100,000 more tests are becoming available each day, but only 0.06 percent of the population knows for sure if they have contracted the virus.</p>

<p>The sounds of lawnmowers and tree trimmers echo throughout neighborhoods as landscapers continue their work during the COVID-19 crisis despite the state and local health orders for most people to remain at home.</p>
<p>Landscape companies both big and small continue their work as nearly all of their work is conducted outdoors with little, if any, interaction with others.</p>

<p>The number of COVID-19 cases reported by County health officials nearly doubled in seven days, bringing the county totals to 1,454 confirmed cases and 31 deaths after over 20,300 residents have been tested.</p>
<p>The highest concentration of cases is within the City of San Diego with 783 cases or 51.2% of all cases in the county, followed by Chula Vista with 133 cases (8.7%), El Cajon with 88 (5.8%), Carlsbad with 43 cases (2.8%), and Oceanside with 34 cases (2.2%).</p>

<p>For the first time in San Diego history, the two candidates running for Mayor in the General Election will both be Democrats, with no Republican having made the run-off election.</p>
<p>California State Assembly Todd Gloria and San Diego Councilwoman Barbara Bry are now the remaining candidates from a field of six that ran in the primary election.</p>
