<div>The Minneapolis Police officer that killed a black suspect while arresting him on Monday has been arrested and charged with murder as protests continue in Minneapolis, as well as in Boston, Massachusetts; Memphis, Tennessee; Columbus, Ohio; Louisville, Kentucky; Denver, Colorado; and Los Angeles.<br>

<p>San Diego County health officials have announced that the region can start moving into a broader re-opening during the COVID-19 pandemic, including allowing restaurants to serve dine-in patrons, barbers shops and hair salons to open, and churches and other places of worship to hold services but only at 25% capacity for now.</p>

<p>The entire California State University system will close its campuses for the Fall semester as the COVID-19 pandemic continues to cause disruptions in the normal course of life.</p>
<p>The 23-campus system, including San Diego State University, will continue to offer online classes and it working to create schedules for some coursework that must be done in person, such as nursing and other classes that require labs or other hands-on training.</p>

<p>County of San Diego officials are allowing some businesses to reopen as part of a phased plan to allow certain sectors to expand services with some restrictions to combat the spread of the COVID-19 virus.</p>
<p>As of Tuesday, May 12, retail stores are also allowed to reopen for curbside pickup and delivery only, as well as car washes, pet grooming businesses, landscapers, and outdoor museums and gathering places.</p>

<p>Governor Gavin Newson has ordered all 58 county registrars of voters in California to send absentee ballots to all registered voters to ease concerns about whether it will be safe to vote in person during the COVID-19 pandemic.</p>
<p>The move comes as voters have expressed concerns in planning to vote in November while the state is still under a mandatory stay-at-home order with no specific date when it may be withdrawn.</p>

<p>President Trump is demanding that new sections of the border wall be painted black in a move that could add at least half a billion dollars to the cost of the project.</p>
<p>The new order comes after Trump told staff that he noticed that a black granite countertop at one of his golf courses got hot in the sun, leading him to think that a black wall would deter illegal border crossings and make the wall seem more imposing.</p>
