<p>“We were the Ellis Island of the Southwest,” Fred Morales declared, as the El Paso historian kicked off a tour of the neighborhood known as Chihuahuita, or Little Chihuahua. Nudged up against the Rio Grande, Chihuahuita has experienced the arrival of immigrants of many colors and nationalities over the centuries, Morales told a group of about 35 people gathered for one of his monthly walking history tours the last weekend of June.</p>

<p>A San Diego-based, Latino-owned construction management company is leading the way in a new chain of duty-free stores catering to border consumers.</p>
<p>Jaime Partners, a leading provider for program, project and construction management services, is serving as owner’s representative and construction manager and advisors for Duty Free City, a new chain of about 25 duty-free stores that will open throughout the United States southern and northern borders.</p>
