<p>&nbsp;&nbsp;&nbsp; It all began at the end of January, when the Mexican federal government’s National Trust Fund for Tourism Promotion (FONATUR) took charge of the municipal pier and adjoining port facilities in the Pacific Coast tourist town of Zihuatanejo, Mexico.</p>
